CMU OmniClear supports the world’s largest digital bond issuance by the HKSAR Government

CMU OmniClear Limited (CMU OmniClear) is pleased to announce that it has successfully supported the Government of the Hong Kong Special Administrative Region of the People’s Republic of China (the HKSAR Government) to issue its third digital green bonds (the Bonds) denominated in Hong Kong dollars, renminbi, US dollars and euro under the Government Sustainable Bond Programme, with a total issuance size of HK$10 billion equivalent – the largest digital bond issuance in the world to date.

Details of the Bonds are as follows:
  • HKD2.5 billion 2-year tranche
  • RMB2.5 billion 5-year tranche
  • USD300 million 3-year tranche
  • EUR300 million 4-year tranche

The Bonds were seamlessly recorded, cleared and settled through the Central Moneymarkets Unit (CMU) on 11 and 12 November 2025, with HSBC Orion as the digital assets platform. This issuance also marks the first digital bond offering globally to integrate tokenised central bank money in the form of e-CNY and e-HKD into the settlement process, while adhering to multiple international standards that facilitate transaction efficiency.

This achievement demonstrates once again CMU OmniClear’s capability to support multi-currency digital bond issuance via advanced technology and innovation to help reinforce the vision for Hong Kong to become a global hub for digital assets.
